They actually have pre-made materials already there, and you just go and add the pieces together.
A hot glue gun is a must.
You also might need to use straw for the hat (that's why it would be easier to buy a pre-made, plain one).
You can also make very easily, headbands, and hair ties. Hobby Lobby, or any craft store would be perfect for this. They literally have a whole section just for this.
For headbands, get some solid plastic material. Pick out wonderful ribbon that you like. Also get some feathers to add to your headband because that look is hot right now. Pick up some large crystals or rhinestones and add those to the headbands too.
What a wonderful idea! I personally think headbands would be a little easier than hats, they are so hard to make, especially trying to fit your head, and blah blah blah.
